Grocery or shopping stores both should offer a monetary rebate sum to there patrons to use reusable item carrying bags like 5 cents per each one time purchase.  “carrot and stick” approach its an idiom that refers to a policy of offering a combination of rewards and punishment to induce behavior.  But a punishment wont be a punishment in this case but a responsibility, that together shopping stores and consumers should be already both participating in doing in the first place.

Even the government[s] should also be getting into the action with them giving a tax exemption for stores that offer this use your own shopping bags incentive to there customers I know Nesters stores offer a penny? on every dollar spent there, via there club card.  Environmental News.
